Florida solar companies, many of them small, are advocating that Gov. DeSantis become involved while net metering is only in the proposed-bill formative stage. Florida has a low market share of private rooftop solar systems — giving it the greatest room to grow. But pending bills in the state’s House and Senate, if passed, threaten rooftop solar. Solar installers such as Solar Integrated Roofing Corp. (OTC PINK: SIRC), are watching how the Florida metering policy evolves.

In contrast, California’s Public Utilities Commission (CPUC) has ‘punted’ away from a final decision on solar net metering. It permanently canceled the final meeting where the net metering were supposed to be decided — and it has not announced a new one. California is the most heavily penetrated solar state in the union with 3.1 million rooftop solar systems. The decision-making session remains on hold — utilities are for the net metering policies and many solar advocates and solar system installers are against it.

Now all eyes are turning to Florida and its proposed state bills which would adopt a similar solar net metering policy. It would mean that rooftop solar owners would not continue to be paid a full retail rate for solar excess electricity generated to the central grid. That would make the former fiscal reasoning behind buying rooftop solar moot. It would make the whole expenditure for rooftop solar a non-issue.

The net metering bills in California and Florida argue that paying rooftop solar owners full retail for excess solar-generated electricity sold to the central grid, in reality, poorer rate payers subsidizing solar rooftop owners.

The Florida Power & Light (FP&L) is one of the biggest supporters of the changed net metering policy, which would pay rooftop solar owners in Florida significantly less money back for  their excess electricity sold to the central grid.

In a prepared statement, FL&L says, “The old rules have fueled a rapidly growing, multi-million-dollar annual subsidy paid for by the vast majority of Floridians who don’t have rooftop solar in support of those who do.”

Brad Launs, a Florida-based solar contractor, doesn’t agree. He is concerned people will be deterred from installing solar systems on their rooftops if the bill becomes law and is not vetoed. On his website at the ‘Everything Solar’ website he makes a cogent argument for solar and its payback financials. If the new metering policy goes into effect, the financial incentives will be erased.

The net metering issue is hardly limited to California and Florida. It may spread to other states in the future, hampering the growth of solar nationwide. SIRC and other solar rooftop installers want an equitable solution recognizing the benefits of solar.

The net metering issues in California and Florida can be overcome with management of reusable solar batteries. Solar system users can store energy from solar and use it when utilities charge top rates — during midday hours. Users can also used stored energy in batteries on cloudy days and at night.

Rechargeable solar batteries can address the net metering issues, if necessary. . These batteries are an important buffer for solar system owners. Rather than selling excess electricity generated by solar, homeowners can store the energy in battery systems and use on cloudy days or in the evenings. They don’t have to see the excess electricity to the central grids managed by utilities.
